Pastor Elijah J. Cephas was born and reared along with four siblings by his mother. Pastor Elijah Cephas is a proud alumnus of the illustrious Delaware State University, and a current Juris Doctorate Candidate. Jesus Christ began to reveal and speak to Pastor Elijah Cephas while he was a sinner at the age of 12 calling his name literally on multiple occasions. Pastor Elijah Cephas began his salvific walk when a life incident happened, and God called his name again and begin to reveal himself to Pastor. He promised God that if God would perform a miracle that he would serve the Lord for the rest of his life. God preformed a miracle and Pastor Elijah Cephas kept his promise to God Almighty. Pastor Elijah Cephas repented while awaiting to be baptized fasted and tarried for multiple days and was filled with the Holy Ghost - speaking in tongues as the spirit of God gave him the utterance. Then Pastor was baptized in the name of Jesus Christ; and again, immediately the spirit of God rested upon Pastor so mighty he had to be dragged out of the water as he was speaking in tongues as the spirit of God gave the utterance.

Pastor Elijah Cephas would go on to witness to many individuals about what Lord Jesus had done in his life as a result of his testimony many individuals came to the Lord and are still on the battlefield for Lord Jesus. Pastor Elijah Cephas was ordained as a Deacon, after desiring the office of such; due to his tender age Pastor Elijah Cephas was recommended to successfully take and pass a catechism/scriptural evaluation. Pastor Elijah Cephas passed the examination and was ordained.

Pastor Elijah Cephas eventually would go on to be ordained as a Minister after faithfully executing the office of Deacon. During his tenure he would teach Sunday School weekly, preach the gospel of Jesus Christ on street corners, visit hospitals, nursing homes, correctional facilities, etc. ministering the Word of God. Thus many souls came unto the Lord Jesus Christ. Pastor Elijah Cephas has been known for his strict, disciplined teaching and preaching on Holiness, Righteousness, and Sanctification as it is the only way to achieve eternal life.

 Jesus Christ showed Pastor Cephas a vision of True Vine Holiness Church and that Pastor Elijah Cephas would Pastor his people in the State of Virginia in the city of Virginia Beach and that he would have to relocate. Pastor Cephas is from the Eastern Shore of Maryland and was residing in Maryland at the time of the vision he received. Pastor Cephas at the time told his former Minister at the time about the revelation and vision received that was given unto him and his Former Minister affirmed it was the will of God.  Pastor Elijah Cephas obeyed what God had given him in the heavenly vision and begin relocated to Virginia Beach, VA and started working for Jesus Christ from scratch with Zero people following him. Pastor Cephas started preaching on the street corners, knocked on doors, and witnessed in the street as God had showed and commanded him. Since Pastor Cephas has been pastoring and preaching Holiness; he often says "I have never preached to just myself in a room since I have been Pastoring". Pastor Cephas grew the Virginia Beach location from 0 to 30 on record in approximately 2 years. This work of God has grown on an international level through our broadcast and continues to introduce Holiness to the entire world. Many souls have repented, baptized in the name of Jesus Christ, and received the Holy Ghost speaking in Tongues; living a holy, sanctified life because of the obedience of Apostle Cephas.
